Relation between the rise in the water level and the rotational motion

When i was a kid....(since i m a retard so mentally still i m a kid)....i used to fill the bouquet with water, almost by 75% and then move my hand in the center of the bouquet and i found that the water rises at the edge and then i speed up the movement of my hand(more specifically the the rotation of my hand)..and i found that the water level at the edge rises more and after further increment of rotational motion water came out of the bouquet and i used to get a solid slap from my eldest sister (who has no respect for my experiment but more interested in keeping the home dry and clean)..

So what is the reason of this upward movement of the water at the edges...in one word it rises cause by the outward force which arise due to the rotation of my hand's movement...technical term for this force is centrifugal force....

I was watching this video in which they have shown how the rotational motion effects the rising of the level of water....basically the relation between the relation between the rising of height and the rotational motion...
